The entry conditions for the foundry industry are to guide the healthy, orderly and sustainable development of the foundry industry, promote the optimization and upgrading of the industrial structure of the foundry industry, curb low-level repeated construction and blind expansion of production capacity, protect the ecological environment, promote energy conservation and emission reduction, improve the level of resource and energy utilization, enhance the overall strength of China's equipment manufacturing industry, and promote China's transformation from a world foundry power to a foundry power. In accordance with relevant laws, regulations and industrial policies, These entry conditions are formulated. 1、 Construction conditions and layout (I) The layout of foundry enterprises and the determination of the factory site should conform to the national industrial policies and relevant laws and regulations, and conform to the development planning of the foundry industry and equipment manufacturing industry of each province, autonomous region, and municipality directly under the Central Government. (2) Foundry enterprises in scenic spots, nature reserves, water source areas and other areas (Class I areas) that need special protection designated by the relevant competent department under the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall not be recognized; In Class II area and Class III area (other areas outside Class I area), the emission standards and disposal measures of various pollutants (air, water, boundary noise, solid waste) of new (expanded) casting enterprises and existing casting enterprises shall comply with the national and local environmental protection standards. (3) New (expanded) casting enterprises shall pass the "approval of environmental impact assessment of construction projects" and "pre assessment of occupational health and safety", and pass the "three simultaneous" acceptance of environmental protection and occupational health and safety protection facilities of the project- 1 - II. Production Process (I) The enterprise shall reasonably select the casting process with low pollution, low emission, low energy consumption, and economic efficiency according to the material, variety, and batch of castings. (2) Backward casting processes such as clay sand dry mold/core, oil sand core making and 70 sand mold/core making shall not be used. 3、 Production equipment (I) The enterprise shall be equipped with smelting equipment and refining equipment matching the production capacity, such as cupola, medium frequency induction furnace, electric arc furnace, refining furnace (AOD, VOD, LF furnace, etc.), resistance furnace, gas furnace, etc. Necessary chemical composition analysis and liquid metal temperature measurement equipment shall be equipped in front of the furnace, and corresponding effective ventilation, dust removal and smoke removal equipment and systems shall be equipped. (2) The blast furnace for casting shall conform to the Standard Conditions for the Identification of Pig Iron Enterprises for Casting issued by the Ministry of Industry and Information Technology, and shall be recognized by the Ministry of Industry and Information Technology. (3) The enterprise shall be equipped with molding, core making, sand treatment, cleaning and other equipment matching the production capacity. Enterprises adopting sand mold casting process shall be equipped with used sand treatment equipment. The reuse rate of various used sands shall reach: sodium silicate sand (recycled) ≥ 60%, furan resin self hardening sand (recycled) ≥ 90%, alkali phenolic resin self hardening sand (recycled) ≥ 70%, clay sand ≥ 95%. (4) The enterprise or the industrial cluster and industrial park where it is located shall have laboratories and necessary testing equipment matching its production capacity and quality assurance. (5) Sand falling and cleaning procedures shall be equipped with matched sound insulation, noise reduction, ventilation and dust removal equipment- 2 - (VI) The melting rate of cupola in existing casting enterprises should be more than 3 tons/hour, and coreless power frequency induction furnace, aluminum shell medium frequency induction furnace without magnetic choke of 0.25 tons and above, and oil fired heating furnace for casting should not be used; The melting rate of the cupola of the new (expanded) casting enterprise shall be greater than 5 tons/hour, and the oil fired heating furnace for casting shall not be used. 4、 Enterprise scale (production capacity/output value) (I) For existing casting enterprises that produce iron castings, steel castings, aluminum alloy castings, copper alloy castings, centrifugal ductile iron pipes, and centrifugal gray iron pipes, the annual production capacity of castings shall not be less than the tonnage or output value required (listed in Table 1) according to their regions and casting materials (see Table 1). (2) Except for aluminum alloy and copper alloy, the annual production capacity of other nonferrous castings [casting material "other (nonferrous)" listed in Table 1] shall not be lower than the required output value (listed in Table 1). (3) The annual production capacity of new (expanded) casting enterprises in Class II and Class III districts shall not be less than the tonnage or output value required (listed in Table 1) according to their location, casting materials and processes. 5、 Product quality (I) Foundry enterprises shall establish a quality management system in accordance with GB/T19001-2008 standard (or ISO/TS16949 standard), have independent quality management and monitoring departments, have full-time quality monitoring personnel, and have a sound quality management system. (2) The appearance quality (dimensional accuracy, surface roughness, etc.) and the internal quality (composition, metallographic structure, performance, etc.) of castings shall meet the technical requirements specified in the product specification - 3. 6、 Energy consumption (I) The enterprise shall establish an energy management system according to GB/T 15587-2008. (2) Energy saving assessment and review shall be carried out for new or reconstructed casting projects. (3) The main smelting equipment of the enterprise shall meet the required energy consumption index (see Table 2 to Table 6).
